On March 13, 2024, in Wałcz, during the 2nd Green Cities Conference, the DECLARATION OF SUPERREGIONAL COOPERATION OF THE MARSHALS OF THE WEST POMERANIA, WIELKOPOLSKA, LUBUSKIE AND LOWER SILESIA VOIVODESHIP was signed in the scope of creating a nationwide base hydrogen network based on the Baltic Sea Hydrogen Collector.
Taking into account the difficult pre-election period, the Declaration was first signed by representatives of the two Marshal’s Offices of the West Pomeranian and Wielkopolska voivodeships:

- Jacek Boguslawski cmember of the Wielkopolska Province Board.

- Prof. US Dr. Hab. Marzena Frankowska, President of the Management Board of the METALIKA Cluster for Industry / University of Szczecin, Member of the Scientific Council of the Uznam-Wolin Hydrogen Valley based in Świnoujście;
- Maciej Żebrowski, Mayor of the city of Wałcz.
At the Baltic Sea Energy Security Summit in Copenhagen in August 2022, the Polish Prime Minister adopted the concept of the Baltic Hydrogen Backbone proposed at that time and made a declaration of further cooperation to implement it.
The economic and infrastructure potential of the western Polish provinces fully reflects the European vision of cooperation between energy operators, hydrogen storage facilities and port infrastructure of European countries. It also fits in completely with the European diversified system of import and distribution possibilities. hydrogen by connecting industrial clusters, ports and hydrogen valleys with regions of high demand – laying the foundation for future large-scale hydrogen supplies. This has a significant impact on the development of many players in the value chain of hydrogen production, distribution and application.
The signatories of this Declaration pay special attention to undertaking joint actions that encourage synergy of actions aimed at strengthening Poland's energy independence and security by increasing the potential for cross-border integration of renewable energy sources, which will be facilitated by the fastest possible notification by the national gas transmission network infrastructure operator, i.e. Gaz-System SA, of Poland's accession to the Baltic Sea Hydrogen Collector (BHC) Initiative.
The inclusion of the Polish transmission and storage potential in the project of establishing a European hydrogen distribution network will be a key step towards building a national hydrogen economy based on a nationwide hydrogen network as an integral part of the Baltic hydrogen backbone, as well as diversifying the energy dependencies of other countries in Eastern and Southern Europe.
